Election Guidelines for the 2nd Annual General Meeting (AGM)
Theme: Community Comes First
1. Purpose
These guidelines govern the fair and transparent election of office bearers during the 2nd Annual General Meeting (AGM) of Thembalethu Qina Mhlali.
2. Notice of Election
All branches and stakeholders will be notified of the AGM and upcoming elections at least 21 days in advance.
The notice will include:
Date, time, and venue of the AGM
List of positions up for election
Instructions for nominations
3. Eligibility
Voting Eligibility: All registered members in good standing may vote.
Candidacy Eligibility: Only members in good standing will be allowed to stand as candidates. All members of the Task team can be candidates provided that they are either nominated at the branch level. The outgoing committee will also not be eligible to be re-elected if only they get 75% of the votes. Or nominated by half of the total number of branches
4. Positions Available for Election
President
Deputy Pres
Chairperson
Deputy Chairperson
Secretary
Treasurer
Project Coordinator
Additional Committee Members, as per Qina Mhlali constitution, will be structured
Descriptions of rules will be shared with the nomination forms.
5. Nomination Process
Nominations open in 09 May 2025 and close 7 days before the AGM
At the AGM, nominees must be proposed and seconded by two members.
Nomination forms can be collected from the Cordinator of the Task Team or downloaded from the website
Floor nominations may be accepted if no prior nominations are received.
6. Election Oversight
An independent Election Committee will be appointed before the AGM 21 day by the Task Team from all stakeholders that have registered to par take in the confrence to promote transparency
They will:
Verify eligibility
Manage ballot papers
Oversee vote counting
Address any disputes
7. Voting Procedure
Voting will be conducted via secret ballot to ensure privacy and fairness.
Each member is entitled to one vote per position.
In case of a tie, a re-vote will be held immediately, or the Returning Officer will cast a deciding vote if the re-vote is not feasible.
8. Quorum
A minimum of 100 community members must voting or none voting members must be present for elections to proceed.
9. Results and Term Length
Results will be announced at the AGM.
All elected members will serve for a term of 5 years, with the option to stand for re-election. If you meet guidelines requirements
10. Dispute Resolution
Any concerns or disputes regarding the election must be submitted in writing to the Election Committee within 48 hours of the AGM.
The committee will investigate and resolve disputes within 7 days. After the Confrence
These Rules are based on the Constitution of Qinamhlali. Breaking or undermining these Rules will be a disciplinary offense and can
lead to offenders being disqualified from the confrence
No-one may contest Qina Mhlali elections for leadership if ,they have been found guilty of, or have been charged with unethical or immoral
conduct, or any serious crime, or corruption. A serious crime is defined
as a crime that could result in a prison sentence of longer than 6 months.

Conference delegates may nominate additional candidates from the floor and anyone who
gets the support of 25% of delegates, will be added to the ballot. No more than two nominees

Voters will need to show their Conference Tag and an ID book or ID card if asked for that.
They will be searched for weapons and must show that their cell phones are switched off
and in their pockets or bags, before entering the voting centre.
